New or existing Missouri companies looking to embark on locating or expanding their headquarters in the state may be able to access incentives based on the number of news jobs and investment associated with the project.

Chapter 100 Guidance for Local Governments

These state sales tax exemptions are approved based on the local economic development agency’s discretion and allow a community to compete for a business project against another state. This program would need to be combined with additional local incentives and the project would need to produce above-average wages with benefits.

Chapter 100 Sales Tax Exemption, Personal Property

Companies that are considering an expansion in an economically distressed or blighted area with intentions to create above-average wage jobs may be able to access bond proceeds to purchase tangible personal property.

Industrial Development Bonds

Cities and counties can purchase or construct certain types of projects, such as warehouses, distribution facilities, and industrial plants with bond proceeds to then lease or sell to a company.

Industrial Infrastructure Grant

This program helps communities develop public infrastructure that allows industries to locate new facilities, expand existing facilities, prevent the closing of a facility or the relocation of a facility outside the state.

Missouri EB-5 Investor Visa Program

This program provides for a limited number of immigrant visas to individuals desiring to engage in new commercial enterprise in Missouri and create new jobs in rural areas or areas with high unemployment.

Missouri Works Program

As the state’s number one incentive tool for expansion and retention, this program helps businesses access capital through withholdings or tax credits to embark on facility expansions and create jobs. This program can also help businesses purchase equipment to maintain its facility in Missouri.

Skilled Workforce Missouri

Skilled Workforce Missouri is transforming how businesses experience Missouri's workforce system. Skilled Workforce Missouri is responsive to businesses' workforce and training needs and provide a single access-point for workforce resources. This single access-point cuts down on confusion for any business wanting to expand or grow in Missouri.

MORESA

This program provides financial incentives for public infrastructure for the development of renewable fuel production facility or new generation processing entity facility to spur job creation and agricultural product markets throughout the state.

Mutual Fund Tax Apportionment

To stimulate the mutual fund industry in Missouri, this program helps certify investment advisory firms or those providing services on behalf of an investment company, allowing them to utilize a more favorable state income apportionment method for tax purposes.

Private Activity Bond Allocation "Tax Exempt" Bond Cap

The federal tax code authorizes each state an allocation of tax-exempt bond cap. The amount is based upon the state's population in the preceding year.

Qualified Energy Conservation Bond

Local governments can access tax credit bonds to finance energy conservation initiatives such as implementing green community programs, reducing energy consumption in public buildings, energy-related research facilities and grants, and public education campaigns to promote energy efficiency.

With more than 120 wineries throughout the state, Missouri supports continued growth for our vineyards and wine producers. Through this program, growers and producers can access tax credits for the purchase of new equipment and materials for expanding Missouri’s win industry.

The University of Missouri Extension Business Development Program (BDP) is a statewide network which helps businesses succeed in every stage from concept to startup, growth to renewal, mature to succession through a variety of programs In addition to MU Extension offices, business counselors are based on each of the campuses of the University of Missouri and at other public higher education institutions throughout Missouri.

Missourians who invest in alternative fuel infrastructure projects may be eligible for a state tax credit.

Agriculture

Missouri Value-Added Loan Guarantee Program

The Missouri Value-Added Loan Guarantee Program provides a 50% first-loss guarantee to lenders who make agricultural business development loans for the acquisition, construction, improvement, or rehabilitation of agricultural property used for the purpose of processing, manufacturing, marketing, exporting, and adding value to an agricultural product.

International Trade

Exports are a profit center for Missouri's farms, food processors, agricultural businesses and forestry product companies.

AgriMissouri

AgriMissouri is a marketing and outreach program through the Missouri Department of Agriculture that promotes Missouri-grown and Missouri-made items, representing food and non-food products, retailers, farmers’ markets, agritourism and agricultural experience destinations.

Bridge Loan Program

The Bridge Loan program allows Missouri producers who have been approved by USDA NRCS, through the USDA NRCS Environmental Quality Incentives Program (EQIP) or the Soil and Water Conservation Program/District (SWCD) to be eligible for a short term loan from the Missouri Agricultural and Small Business Development Authority (MASBDA).

Through this program, cities and counties can design a revolving loan program to help small businesses grow or to facilitate other revitalization/redevelopment projects that will result in job creation or retention. 

Missouri Certified Sites Program

If your business is looking to grow, check out Missouri's Certified Sites located throughout the state. Each have been pre-qualified through a standardization process to meet the requirements of industry.

Tax Credit for Contribution Program

The Tax Credit for Contribution program allows any taxpayer to donate to the Board’s Infrastructure Development Fund in exchange for a tax credit equal to 50 percent of the value of the contribution. State agencies or local governments are then eligible to apply for funding through the collected proceeds of the fund to make public infrastructure improvements.

Brownfield Redmediation Program

As a means to redevelop contaminated commercial/industrial sites, this program provides financial benefits for remediation purposes.

Chapter 353 Tax Abatement

Cities with Urban Redevelopment Corporations can access this incentive to help redevelop blighted areas by abating some or all of the property taxes for up to 25 years.

Downtown Preservation

Improve the cultural heartbeat of your community by redeveloping your downtown. Re-polish those blighted Main Streets and Broadways that help define your town and reinvigorate tourism.  

Historic Preservation

Preserving our state’s history and culture is vital to growing the economy and attracting talent. This program incentivizes developers to maintain the integrity of our historic buildings, giving them new life.

Missouri Arts Council Grant System 

The Missouri Arts Council provides funding for quality arts programming to eligible applicants that include (but are not limited to)  arts or arts education organizations, chambers of commerce, public libraries, government agencies, youth organizations, public school districts, private K-12 schools, community arts organizations, social service organizations, colleges and universities, and religious organizations. Missouri Arts Council funds may be used for artist fees, artist travel expenses, marketing arts events, project-related educational materials, and more.

Tourism

Marketing Matching Grant

The Marketing Matching Grant (MMG) program is designed to increase visitation and tourism spending in Missouri. Approved DMO media projects are reimbursed at 50% up to the approved application amount. The media buying leverage provided through media placement by the Division's ad agency, coupled with the match of state funds, provides meaningful financial incentive to participants and a significant economic benefit to the State of Missouri.

Collective Marketing Initiative

The CMI menu offers Missouri Division of Tourism’s partners the opportunity to purchase advertising as a unified entity.

Marketing Platform Development

The Marketing Platform Development (MPD) is a 50/50 matching grant program for one-time marketing investments that will be utilized beyond the fiscal year of the initial investment.  Eligible projects include those that provide for development, improvement or expansion of tourism marketing programs and products designed to increase tourism from outside the area for greater economic impact. Each year, MDT will develop a list of platform project opportunities available for the current fiscal year. However, other platform requests can be submitted for review to be included in the next fiscal year.
